The flood happened as Hurricane Francine battered several US states and the east coast of Mexico after forming in the Gulf of Mexico.

Tourists run for cover as others hold onto beach umbrellas while standing waist-high in the water.
The sea swell is then seen quickly receding from the beach as the clip comes to an end.
The scary scenes were filmed at Playa Miramar near Tampico in Mexico.
One local exclaimed: “Wow, I’d run like mad away from there.”
Annita said: “How scary, but the people don’t leave.”

Tony added: “It almost certainly broke some coral reef and that’s why the beach was flooded.”
The National Meteorological Service said waves were between 6.6 and 13.2 feet (two and four metres) in the north-eastern region of Mexico.
